John Bolton NOT on Bill Frist's Laundry List of Nominations to Consider This Week

Well, it's fairly official.
John Bolton's nomination will not be brought up this week. This morning, Senate Majority Leader Bill Frist went through an extensive list of what he hoped the Senate would consider this week before going into July 4th recess.
Frist also mentioned a number of pending nominations that he hoped the Senate would move through. Not on that roster was John Bolton.
To bring up a Bolton cloture vote again this week, Frist would need to file a NEW cloture petition -- which would have to sit and "ripen" or be considered by the Senate (theoretically) for at least two and usually three days. There is just no time for that to happen.
So, either the recess appointment will be made the following week (or Friday evening) -- or the Battle over Bolton will continue after the recess period, which most people doubt.
There is no word now that Bolton will not accept a recess appointment. This seems to be part of the story that has changed -- and whether Mr. Bolton wants the appointment under these circumstances or not, the White House may be using what leverage it has left on him at this point to insist he accept the President's decision.
So, this is really just news that Frist made it official that Bolton will not be brought up during the balance of the week.

Teaser, In my youth, "getting in" was what it was all about. In these gentler and more enlightened times, you might have need of an arbitrator (preferably not from Wisconsin). Oh, and "eat and then post"? I hope not.
ok, good....Bolton is definitly not who we need at the U.N.
But now what, who is in line....you can't tell me that they, the Republicans, will do an about face and put someone up who is more in line with the Democrats view?
The round is over, but not the fight.
I'm not familiar with the procedures, why does a cloture have to be considered for x number of days, why can't they just consider it for an afternoon or something?
Anyhow, probable recess appointment, which is a big fat black eye if nothing else and shows what a united front can do.

Hey Steve -- the Bolton issue is a little tired...at least outside the Beltway. You're an Asia expert, so how bout some commentary on CNOOC's bid for Unocal and the political and geopolitical stakes involved?
Did anyone else notice that on Scarborough Country last week, Karl Rove basically said: John Bolton WILL become U.N. Ambassador. Period, end of story.
Let's watch this play out. A recess appointment is tantamount to a defeat for this Admin. They will not have got their way and their rep will face some snickering at the UN especially by some Security Council members. There's one person I know who wants to put Bolton in his place.

Deep sixing Bolton has nothing to do with his not being "in line with the Democrats view." It's about his lifelong career as opposite of what is considered diplomatic; his lying to the SFRC; his intimidation of intelligence analysts in order to manipulate intelligence as was done also with exaggerated, cherrypicked, and forged Iraq WMD intelligence that this administration used to deceive the American people and the peoples of the world into acquiescing to an unnecessary, illegal, and immoral attack on Iraq. It is about Bolton as an embarrassment to the US if at the UN, and another finger in the eye of the world community.
Yeah! The nomination of another for the UN Ambassadorship by Bush would undoubtedly reflect his administrations current worldview and go against what most Democrats believe to be the proper course in these crucial times, but at least the new nominee cannot be by a longshot as stupid a choice as Bolton, because Bolton was the stupidest choice they could possibly have made out of those who could be considered for the job.

It was mentioned. But it was unclear whether that statement came before or after Fristie Flip Flop. I suspect Fristie wouldn't have been put in that position unless there was a late minute wrench in plans, such as Bolton announcing he wouldn't accept a recess appoint (although it appears he's less adamant about that than about wagging his finger).
In other words, it's not clear BushCo was all on the same page wrt the nomination.
Can the Democratic Senate refuse to officially close the Senate for Recess by refusing to grant "Unaminous Consent"?
Can the Democratics keep the Senate open with one Senator staying in the Senate, rotating, over the course of the July 4th break?
If no recess is agreed to, then NO recess appoint!!
If Bolton ends up in the Senate I dont see how Democrats can claim any victory. It would mean that the Neocons, via Bolton, have won as they try to install their unilateralist and imperial view on the next Country/Market that is on their PROJECT FOR THE NEW AMERICAN CENTURY list.
