Condoleezza Rice just really pissed off John Bolton, whom TWN has learned is seething about Rice's offer of direct negotiations with Iran.

There is a long, long way to go in our haggling with Iran over its nuclear program whether it is through indirect negotiations via Europe, direct negotiations, or resolutions and eventual sanctions via the U.N.

However, Rice not only has to manage the Iranian response to her initiative but has to manage Vice President Cheney's team -- including John Bolton -- who will try to undermine her at every step.

The President had to sign off on this initiative, but what is not clear is whether he is going to give his complete support to Rice or whether he is going to sit on a perch while his closest advisors slash each other over this.

i agree totally with you, james... there is a less than zero chance that bush will display anything remotely resembling leadership... insofar as condi pissing off bolton and cheney...? three cheers...! we can only hope that either or both of them will have an anger-related aneurysm... however, i have another problem...

let me see if i understand... iran wants to talk... the u.s. has been avoiding it like the plague but pressure has mounted to the point that we would look like even bigger fools than we do already if we don't at least make the effort... however, as a pre-condition to talking, we're insisting that iran bow to the demand we've been making all along before we even sit down at the table... is it just me or is this response as empty as george bush's suit...?

The Rice proposal that the US will come to the negotiating table as soon as Iran "fully and verifiably suspends its enrichment and reprocessing activities", is a clever release by the Administration of a trial balloon testing the atmospherics of diplomacy, i.e., whether the latter will have enough pressure to bring the Ahmadinejad regime to the negotiating table.

It's also a test, of the strength and acumen of Russian and Chinese diplomacy, since both of them seem to have committed themselves unreservedly that "they would agree to pursue UN sanctions against Iran if it rejects the offer or the talks fail." For if Iran dismisses the offer, as it has done one day after it was made as "American propaganda", then it will flauntingly show the weakness and failure of Russia's and China's diplomacy, due to their inability to suade Iran to accept the proposal.

And the omens are not favorable. The immediate response of Iran's foreign minister Mottaki was, that "Iran welcomes the dialogue under just conditions (we) won't give up our (nuclear) rights." And he continued, that Iran has no intention to halt its uranium enrichment, which is an unequivocal rejection of the core of the Rice proposal.

Hence, Clemons' prediction that the President is "going to sit on a perch while his closest advisors slash each other", might be "slashed" by Iran's refusal to accept it. And instead of being a "show", that Clemons and others will enjoy seeing the President sitting on a perch, it might turn out to be a brilliant diplomatic and strategic stroke dealt by the Administration, in exposing the intransigency of the Ahmadinejad regime and furthering its isolation in the international community, and thus adumbrating the inevitable.

1. I heaqrd this morning that Iran had rejected the U.S. offer which, of course, came with too long a list of preconditions. (If Iran met the preconditions, there would be nothing to negotiate about.)
2. The "offer" was just a smokescreen so that W could say he tried everything as the bombing raids began. This is not a serious effort and I'm suprised Bolton didn't get it.

I see very little discussion of whether what Iran is doing in their nuclear programs is in fact illegal or in direct violation of any treaties or other international agreements. I don't hear Bush or Rice or anyone else ever cite specific violations of specific international laws when denouncing Iran's nuclear work. Steve, can you clear this up a bit?

Let's see if I got this right. We will talk with Iran on the subject of their suspension of nuclear enrichment if they suspend their nuclear enrichment activities now. It is one clever way to ensure no talks, and blame it on Iran. Is this diplomacy???To the sheeple in this country, you betcha it is diplomacy, for they voted..

Remember when it was the Khatami regime before that of Ahmadinejad, and Khatami had all the power in Iran since he was President, and Khatami freed all the people from the imams!! That Khatami was all powerful in Iran being President, and now that Ahmadinejad is President he is all powerful, and whatever he says goes, and he has total control of all facets of government and the military. And this nightmare is culminating because the former President, Khatami, wrested all the power from the imams and secured it in the Presidency of Iran, and thus the people, just like Khatami implied he would when first running for the Presidency. Two all powerful imperial Presidents, Bush and Ahmadinejad, going head to head over nukclur issues both with bombs in hand just ready to push that l'il red button on their desks. Oy vey!

What is, exactly, the position of Bolton and Cheney? To just let the Europeans do all the talking?

Did Cheney/Bolton REALLY think we could invade/bomb this country without even attempting direct negotiations? If so...WOW. And if so, then they've really gone isolationist in their thinking.

Rice's move is so common sense, so obvious, so necessary, I just cannot fathom what/why Cheney would find fault with it...

Backed into a corner with nearly everyone and their cousin believing the US should join direct talks, the announcement of joining talks (with conditions) was made to give an appearance of diplomacy and with the hope that the "conditions" part would shift leverage back to the US. We are still backed into a corner though; the offer was hollow to start with. Regime change and more war; how to get there without looking too much the aggressor is what this is about IMO. Cheney and Bolton care little for diplomatic appearances, as opposed to Rice, but regime change is the goal for all of them.

And thirdly, what are your thoughts on whether the US is keeping its end of the NPT, ie it is the US that is, in fact, in violation of specific international laws?

Is it possible that Bolton's apparent reaction is merely to insure the discussion reamains framed so as to preclude discussion of the Iranian nuclear issue in terms under which the US (and not Iran) might be seen to be the one in violation of international law?

Rice has given the Iranians an opportunity to save face and back down gracefully. The Iranians know full well that they are up against The Greatest Country in the World with some mighty tough hombres at the helm. Better to slightly humble themselves before awesomeness than to be completely humiliated after not acceding to the demands of the mighty and righteous keepers of world order. Iran, it would be in your best interest to back down and conform to the demands of the world community led by the United States of America! Take this opportunity to avoid annihilation.

Very interesting but I am just a simple minded ass I guess.

I want to hold talks on who the hell we think we are to tell anyone they can't develop nuclear energy or nukes for that matter.
I want to talk about why we bless India's nuclear program and not Iran's.
I want to talk about why we are going after Iran and not even mentioning Israel's nuclear warheads.

I want to talk about why Iran would use nukes on the US anyway except for the fact that both the US and Israel are constantly threatening Iran and maybe they know the need a nuke or two for security themselves.

I want to talk about who made us the masters of the universe and who gives a damn about Iran except Israel, the ZOA, the neo's,AIPAC and the AIPAC poddles in congress.
I want to talk about the slight contridictions in our hysterics about women in Iran having to wear scarves and human rights and the Islam fetish, when we are busy at peering into women's wombs, and telephones and waterboarding and electifing prisoners and pampering our evangelical radicals.

Anyone want to talk about the real issues behind Iran? Like for instance this whole deal is a crock of shit stirred by the zionist, the paranoids and the delusional empire builders.

I frankly am tired of talking about whose on first and whose on second in their "game", it is time to talk about smashing their little chess board and ending it.

Too little, too late. This approach should have come three years ago when the Iranians had "suspended" their enrichment program and Khatami was in power.

Given this empty proposal, it would seem likely to me that the decision to bomb has already been made. The question now is: before or after the elections.

My bet (as well as that of my portfolio), spring of next year.

I'm not so sure Bolton is in the Cheney camp. His advancement of the new treasury secretary is a move that actually puts someone at that post during these turbulent times who might actually effect policy and take away some of Rove's and Cheney's political control of the White House policy making.

My sense is that Iran should counter the US opening gambit, and keep the hope of negotiations alive, by seeking to turn the US "precondition" into a gesture of good will, and offer a temporary suspension of enrichment (one or two months perhaps) in exchange for an accompanying gesture of good will on the part of the Americans - perhaps redeploying certain Air or Naval forces in the region, or returning the USS Abraham Lincoln or the USS Enterprise to its port of call?

The US is trying to maintain assymmetry by suggesting that the only opening good will gesture they need make is the bare willingness to negotiatiate. But either that is good enough for both sides or not good enough for either. If the US is entitled to demand some opening gesture to test Iran's seriousness, then the Iranians are entitled to ask for a similar seriousness-proving gesture.

It's astonishing how we have all come to see these outrageous public disagreements over fundamental national security policy, with competing teams trying to pull in opposite directions, as business as usual for the Bush administration.

Presumably, *one* of these policies represents the direction favored by Bush himself. And if so, you would expect that the people pulling in the other direction would be taken to the wood shed, read the riot act, and given a paddling. But instead, the battle just goes on and on and on.

Sometimes I think "no chief executive can be *that* weak and incompetent," and suspect that it is all a clever good cop/bad cop game with Cheney playing the bad cop role. But the consistency, and the volume of the imformation suggesting that Cheney/Bolton and Rice really are pulling in opposite directions leads me more often to think that Bush really is that weak and incompetent.

I also tend to wonder whether Cheney has Bush by the balls in some way; perhaps Bush can't reign him in because Cheney has threatened to release some very damaging information that would force Bush's resignation.

This is just the old Israeli tactic of requiring that the other party to potential negotiations give up their most powerful card as a precondition of the talks so that either they refuse or they have nothing left to negotiate with.

But to think that Cheney thinks we can just go bomb Iran without having made any pretense of talks, without any coalition partners at all, and, apparently, without any thought of consequences, gives me a real chill. Maybe he thinks that this time we will really, really get oil prices down! Time to buy more oil stocks; the price is gonna rise.

Dr. Rice should remember some background, as she tries to stop Iran from becoming a nuclear power. Valerie Plame reportedly also tried to stop Iran from doing this. Cheney, Libby and Rove blew her cover, putting a stop to her effors and the efforts of the agents she ran. Dr. Rice should be wary of Mr. Cheney, and so should Gen. Hayden.

The notion of meaningful dissension in the White House power structure is rather moot in my view. It is entertainment for the chattering classes, a nice diversion from whatever J-Lo or Paris Hilton is up to, but not much more.

The problem is that the White House maintains an overall ideological uniformity that really makes mock of the occasional centrist element. The personnel are picked either for their adherence to an extremist right wing agenda, as in the case of Rice, or their willingness to be complicit in such an agenda, as in the case of Powell, even though they might make a token effort to moderate that agenda.

The notion that there is a meaningful split between the Bolton/Cheney axis and Rice may be correct, but it is also laughable. Both Cheney and Rice's world views are fundamentally identical, both seek to remove or neutralize Iran as a foreign policy goal. Neither question whether this is necessary or valid, neither question whether the effects or repercussions may indeed be worse.

The sole policy difference is whether to hang them or just to shoot them. The outcome is intended to be the same. Rice is backing a campaign of diplomacy, building a coalition, isolating or ostracizing Iran in the UN. Cheney, theoretically, just wants to go and bomb them.

But so what? Arguably, the United States at this time is not logistically capable of mounting strikes of the magnitude required. It still needs time to get its forces in place. Ergo, no matter what Cheney wants to do, there will be no bombing tomorrow or in the very near future.

On the other hand, it hardly seems reasonable to sit and do nothing. It seems crucial to make some diplomatic efforts for consumption at home and to neutralize other powers as part of the process of preparing for the strike. Such an effort is a no-lose proposition... If it succeeds, then the US achieves its objectives. If it fails, then the US has obtained a justification for military action.

This hardly seems like a strategy that Cheney or Bolton could realistically object to. Certainly it appears to be the exact same game plan that was used in the run up to the Iraq war, a fact that has not escaped attention.

Given this, it strikes me that Cheney's posturing may be more of a 'good cop/bad cop' routine for consumption, rather than a genuine conflict.

Certainly, the cynical minded among us would be inclined to wonder whether Condi Rice's resistance to military action and commitment to diplomacy would remain as firm and resolute once the US capacity to launch the strike is actually in place. We might well see her transform back into a hawk once the aircraft are loaded and ready to go.

The bottom line is that the policy differences we are seeing are largely differences without a difference. There are no white hats, its just a dog and pony show.

This does not mean that there may not be genuine power struggles within the Administration, nor that there are not genuine personality conflicts and antagonisms.

I just don't think that these power struggles, personality conflicts and whatnot amount to any real differences in the outcomes.

If you listen and observe carefully, you will see the Bush record is one of scrupulous avoidance of any reference to the concepts or existence or legitimacy of "public international law." Private international law encompasses oil contracts. We know they like those rules. They care nothing for public rules of conduct between nations, public international law. When a nation invokes rules of public international law against other nations, that nation opens itself to having those same rules invoked against itself - something Cheney and Bush have successfully and religiously avoided doing.

Progressives have failed miserably to raise these issues of illegal state conduct forcefully in their analyses of the Bush approach to international relations. You can find illumination on these subjects through the American Society of International Law, the American Constitution Society and - hopefully - the Alliance for Justice. Glad to see there is lively debate at this blog.

Also, I've yet to hear a journalist query an administration official, demanding citations of violated laws or agreements that would justify sanctions or military action against Iran. As far as I (or anyone else for that matter) can tell the reason Iran is supposed to halt certain nuclear activities is simply because the U.S. demands it.

Perhas, but that is also a two-way street. And is it necessary to explain behavior?

Let's not forget that David Addington was in charge of an effort to determine the probability of Cheney being elected President in 2000. And Cheney parlayed that VP search position into power much as his mentor did under Gerald Ford. While we may not agree with either Cheney's methods or objectives (or competance), George H.Bush's experience pales in comparison. Being the son of one with some experience (albeit largely illegal and covert), partying in Mexico and bird hunting in Scotland is a bit thin preparation for being "commander in Chief". Did Rove and Bush really have a choice in handing governance over to Cheney and his father's friends?

It's a ruse.
There is no intent to engage Iran constructively.
This is a replay of 2002, with Rice playing Powell's role. At the key moment, she will announce to the UN that unless the US acts immediately, Iran will have nuclear weapons in NYC within 2 weeks.
I can't believe you're falling for this, Steve.
This administration uses disinformation techniques in every aspect of its public statements. There is clearly a 100% determination to go to war with Iran. Whether Rice is playing the useful idiot or is in on the joke, I don't know, and it doesn't matter.

My take, totally cynical, is that Rice's offer is only meant to give the apperance of moderation and a willingness to negotiate directly. The Iranians seem hell bent for confrontation too so it will be terribly easy to nix any chance to even start talks. To wit, Irans rejection of her comments today.

Rice is playing the moderate on TV, just like Colin used to. Bolton is either playing the agrieved party on TV too, to make the ruse seem more plausable, or is just stupid. Neither matters. He's a marionette.

Offering direct talks to Iran gives them a legitimacy that we need to recognize. I do not see anything wrong with this, stopping them from getting nuclear arms is something we need to do.

However, allowing them to create nuclear arms is not that big of deal for them. The use of atomic weapons is an option that they cannot use. The bomb is merely a deterrent against those countries that do not have one. Consider the realist paradigm of mutually assured destruction (MAD) if every state had a bomb no one would theoretically use it since they can not rationally due so without facing their own destruction.

The bigger issue here is Iran’s security in holding on to those nukes and their propensity potentially to sell them. I am not advocating for Iran to have atomic weapons only because they cannot be trusted to keep a hold of them.

IRAN does not pose an immediate nuclear threat and the world must act cautiously to avoid repeating mistakes made with Iraq and North Korea, the head of the UN nuclear watchdog agency said yesterday.

Mohamed ElBaradei, director of the International Atomic Energy Agency, said the world should not jump the gun with erroneous information as the US-led coalition did in Iraq in 2003.
Nor should it push the country into retaliation as international sanctions did in North Korea.

"Our assessment is that there is no immediate threat," the winner of the 2005 Nobel Peace Prize told a forum organised by the Monterey Institute of International Studies.

"We still have lots of time to investigate," he said. "You look around in the Middle East right now and it's a total mess.

Actually, Pissed Off American, I don't think the threat is really in the form of terrorists strolling across the border with wmd's of various sorts.

So far, all the history shows us that these sorts of tactics, on the scale of terrorism, are prohibitively costly and often not effective. The Japanese Aum cult spent millions developing nerve gas and in the end it was a big fizzle. A working nuclear device, that's outside the price range for anyone but a state. A dirty bomb... its a dirty joke. A bug? The United States was the site of the two most serious bio-terror attacks.

The Anthrax terrorist was likely an American citizen with access to American military anthrax, and apparently, may not have intended to kill but only to threaten. Most of the fatalities were from post office workers because of the likely unexpected permeability of the envelopes.

The Salmonella attack of the northwest a few years back went undiagnosed at the time as a terrorist outbreak.

The truth is that as far as terrorist attacks go, the principle is KISS. Keep it simple, stupid. 9/11 was not a nuclear attack, but 19 guys with box cutter knives. Total costs of the weapons, less than a hundred dollars. Total cost of the operation... a few thousands or tens of thousands or hundreds of thousands, depending on how you slice it.
