It also might help if the nuclear powers themselves adhered to NP treaties.

Lots of criticism is being directed at the big powers for allowing other states to get nuclear weapons. An age-old problem. In fact to get round this the US made an appeal to the United Nations for universal adherence to the NPT - the US singling out non-signatories India, Pakistan, Israel and North Korea.

Because of the continuing universal indiscipline, the US felt obliged this week to re-issue its security guarantee to South Korea and Japan to prevent a nuclear arms race in this part of the world - as a result of North Korea's actions.

But the UN can only enforce the rules the big powers allow it to.
